TfL Underground 4G Network Delivery

Challenge

Transport for London (TfL) set out to deliver continuous 4G connectivity across its 136 stations and 410 km of tunnels — one of the most complex underground telecom rollouts ever attempted.
The programme required coordination between multiple delivery partners, strict safety and engineering standards, and seamless integration with legacy systems — all under intense political, operational, and passenger scrutiny.

What I Did

I provided structured programme leadership and governance across the delivery ecosystem — aligning commercial, technical, and stakeholder priorities.
 

This included:

  • Establishing clear reporting and decision frameworks across contractors and TfL governance groups. 
  • Translating complex technical dependencies into actionable, executive-level plans.
  • Introducing a consistent approach to risk, change control, and issue resolution.
  • Rebuilding collaboration between field teams, engineers, and client stakeholders to accelerate delivery. 

Results & Impact

  • £210M project delivered on trackthrough improved governance and issue resolution.
  • Up to 25% reduction in rework and schedule delays achieved by clarifying dependencies early.
  • Critical communications infrastructure delivered to improve passenger safety, operational efficiency, and emergency response capability.
  • Enabled 4G/5G-ready network across one of the world’s most complex rail environments — unlocking new revenue and data insights for TfL and network partners.
